The project proposes site development strategy based on negociative process in which Warsaw municipality plays a role of mediator between private sector and local communities according to its own agenda.
Three scales are being considered, starting with city / district one, trough project site and ending with the one of existing post industrial, cultural and sport facilities on-site and in its vicinity. The proposal envisions an extensive revitalization of above mentioned structures and their inclusion in proposed thirteen new blocks. Spatial organization bases on development of existing street grid, while underlying the role of Podskarbińska street as main north-south axis linking public functions on the south most vicinity ( "Sinfonia Varsovia" concert hall, new park, culture house and stadium) with new cultural infrastructure in a revitalized post-industrial compound in the north most part of the project site.
Proposed thirteen blocks have a double-layered nature composed as a boundering green belt and inserted built structures. Both layers are depicted through a catalogue-alike set of possibilities showing a high degree of flexibility in each block's development and resulting from previously mentioned negotiations. The project considers railway infrastructure as positive element related to nostalgic perception of train movement as part of "natural" metropolitan dynamics. This approach is visible in a proposal of turning an infrastructural "isle" between railway lines into railway museum accessible via train and a footbridge from the project site.
In jury's opinion, the project creatively responds to various evaluation criteria by offering a long term strategy, rather than an intentional outcome, a strategy that encompasses public mediation, reinsertion of local unemployed population into work market by offering skill instruction programs, while offering a clear ecological statement in creation of convince sized green boundaries and by proposing a set of possible typologies for each block.
This last one opening doors not only to private developments, but also to social and cooperative residential projects.
What could be pointed as weakness of the project is the lack of a more detailed scenario of possible development leaving much to jury's imagination.
As conclusion, the jury shares author's belief in importance of local authorities as decisive driving force in city-shaping process, a role that has to be performed through creation and execution of consistent long-term policies put in action in accordance with changing socio-economic conditions and public interest.
